Purpose of the Position
Under the guidance and general supervision of the Chief, Field Office, Zanzibar who is at Level 4, with technical oversight of the Chief of Education, level 5, the Specialist supports the development and implementation of the Zanzibar Education Sector Development Plan including UNICEF's basic education programme and is responsible for managing, implementing, monitoring, evaluating and reporting of progress of education programs/projects in Zanzibar within the country program. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programs/projects to improve learning outcomes and equitable and inclusive education especially for children who are marginalized, disadvantaged and excluded in society.
The Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF's Strategic Plans, standards of performance and accountability framework.
Key Expected Results
1. Support to programs/projects development and planning
Participate in and provide technical support to Zanzibar Education Policy development/implementation and Sector Strategic Planning. Formulate, design and prepare sub-sector plans for the education sector, especially in ECE, Quality Primary Education and Equity and Inclusiveness, ensuring alignment with the overall UNICEF's Strategic Plans and Country Program and
coherence/integration with UN Development Assistance Programme (UNDAP), regional strategies and national priorities, plans and competencies.
Work closely and collaboratively with internal and external education development partners and provide leadership in coordination of global (GPE) and in-country partnership programmes. Lead discussions on strategies and methodologies and to determine national priorities/competencies to ensure the achievement of concrete and sustainable results.
2. Programme management, monitoring and delivery of results
Provide technical leadership in the education sector in joint planning and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the Education Sector Strategic Plan, including UNICEF's assigned sector on education programs
3. Networking and Partnership building
Provide technical leadership in assisting decentralised government structures strengthen local partnerships with civil society organisations like school committees to strengthen community participation and local accountability systems.
Qualifications of Successful Candidate
An Advanced University Degree in education, economics, psychology, sociology or other social science field is required.
A minimum of 5 years of professional experience in social development planning and management in education and related areas at the international level, some of which preferably in a developing country is required. Relevant experience in a
UN system agency or organization is an asset.
Strong ability in education sector strategic planning knowledge/ability, including the range of modalities for delivering education, linkages between different sub-sectors (e.g. ECD, Primary, Secondary, Tertiary, Inclusive Education), cost-effectiveness and efficiency issues, key institutional structures, components and processes, as well as governance issues.
Strong education policy and sector analysis capacity, including understanding of the core education data sets, indicators, tools for analysis of equity, determinants of student access and learning, budget, cost and financing, education system management, political economy and application to education policy and strategic planning.
Fluency in English and another UN language.
