Job Description
Job Description: URC seeks a Chief of Party (COP) for the upcoming USAID Rwanda Health Service Delivery Activity (RSDA) project. The objective of RSDA is to provide integrated health care throughout Rwanda, encompassing MCH services and malaria care, through strengthening of the public andprivate healthcare sectors. The Chief of Party (COP) will be responsible for overall program management, including providing leadership to ensure that the program meets its goals and objectives, and identifying and mitigating program risks. The COP will serve as the principal representative of the program to USAID, partners, and other stakeholders.
Job Responsibilities:
- Create and manage an overall plan for developing an integrated health system capable of achieving results in maternal health, family planning, and malaria
- Provide overall strategic and managerial leadership of the project in collaboration with all major stakeholders
- Represent and coordinate with all sub-cooperating organizations
- Serve as the point of contact for all purposes of this project
- Provide oversight over technical, financial, contractual, and administrative operations, including the grants under contract
- Monitor program performance in achieving project goals and objectives
- Ensure project compliance with the Federal Acquisition Regulation and AIDAR, USAID Policies and USAID/Rwanda mission orders and Implementing Partner’s notices
- Conduct due diligence to ensure that USG funds are not diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefiting malign groups
Job Requirements:
- Advanced degree (MD/DO, Masters, or PhD) in health, social sciences, or a relevant field
- At least 10 years of experience in working in health system strengthening, health financing and governance, maternal and child, reproductive health, family planning, and/or malaria projects, as well as proven leadership and management skills experience to effectively and efficiently implement a project
- Demonstrated ability to advise host country officials at the ministerial level, and create and maintain effective working relationships with international and local stakeholders, NGOs, local partners, and U.S. Government agencies
- Experience and skills in financial management and performance monitoring are desirable
- Written and oral fluency in English
- Experience in Rwanda and/or the East Africa region is desirable
- Experience working with USAID-supported projects and the Government of Rwanda is desirable
