Job Description
We are currently preparing for a large DFID Cities and Infrastructure for Growth (CIG) programme opportunity in Uganda. This project will focus on the areas of urban economic development, local economics and employment, city and regional planning to promote local economicdevelopment, urban investment strategies and smart urban solutions in urban infrastructure provision. The overall impact of the CIG programme will be enhanced economic growth leading to job creation and poverty reduction.
We are seeking experienced Infrastructure Specialists with substantial (minimum of 10 years) international experience for a long-term in-country post.
Candidate Specification
- Masters in Civil Engineering or a related discipline
- Preference will be given to Ph.D’s in similar thematic areas
- Previous regional experience in sub-Saharan Africa on donor funded programmes
- Experience in the planning, financing and delivery of infrastructure projects
- Demonstrable knowledge of a range of infrastructure sectors including energy, water and sanitation, transport (roads, expressways, railway), digital and communications.
- Experience in infrastructure and basic services provision targeting poor and marginalised groups, and in linking infrastructure to other cross-cutting issues such as: poverty reduction, gender and broader inclusion, climate and environment, and fragility.
- Experience using infrastructure to boost business development & trade and in linking cities, power and infrastructure to energy and infrastructure/civil engineering.
- Has worked at the municipal infrastructure level on urban-planning; models for public-private financing in local government; investment planning; revenue generation.
- Experience of capacity building with government and local authorities on brokering investment opportunities, infrastructure financing, managing infrastructure assets.
- Excellent report writing skills
- Fluent in English
- Second language skills desirable.
