Position Summary • RTI International is currently accepting applications for two highly experienced Organizational Development (OD) Specialists for an anticipated USAID-funded Organizational Development Activity project that will be implemented over a five-year period. The goal of the project is to enhance the organizational effectiveness and adaptive capacity of USAID/Uganda staff (and, to a lesser extent, its implementing partners) and improve their ability to achieve the Mission•s development goals set forth in its 2017-2021 Country Development Cooperation Strategy (CDCS). The project will build upon USAID/Uganda•s work to date in strengthening the leadership skills of its staff and will further improve individual, team, cross-team and
Mission-wide capacity to implement its CDCS, collaborate and engage external stakeholders, roll its leadership development program to implementing partners, and respond to emerging organizational development (OD) needs. The project will utilize USAID•s Collaborating, Learning, and Adapting (CLA) approach and staff will continuously assess the effectiveness of their support and that learning is translated into improved approaches. • The OD Specialists will be responsible for assisting the COP in facilitating effective collaboration between and among USAID and its partners using a variety of tools, trainings, and mentoring. The OD Specialists will be based in Kampala and will be part of a small team. This position is contingent upon receipt of donor funding. Ugandan nationals are encouraged to apply. • Primary Responsibilities
• The responsibilities of the OD Specialists are as follows: - Utilize USAID•s CLA tools, CLA learning and related resources at the Agency and Mission level to help Mission staff to deepen its CLA practice. • - Work closely with the project•s Chief of Party to develop the OD agenda for USAID and its other support contractors and implementing partners. • - Assist the Chief of Party in developing and delivering a wide range of OD assistance that they will help to customize to the Ugandan context. This assistance will include: • - Conducting assessments and diagnostics that help staff within different teams within the USAID/Uganda Mission gain a greater awareness of their performance, management, strategy, and culture. • - Administering work profiling tools (such as Insights Discovery or a similar tool) that will help USAID staff gain a deeper appreciation of their own work styles and that of their colleagues in order to improve collaboration. •
- Conducting leadership training and facilitating meetings which will help the USAID/Uganda Mission to deepen its application of its Mission Leadership Charter that help staff to work together more effectively. • - Providing executive coaching and mentorship that will help staff and managers to conduct their work more collaboratively and better fulfil their individual, team, and Mission-wide goals. • - Implementing diagnostic tools to help identify priorities and gaps in implementing gaps in capacity, coordination, or business processes. • - Providing recommendations on how USAID staff may be able to improve their systems or structures, utilizing the CLA approach, in order to more effectively carry out the goals of an integrated CDCS. Assist the Mission in operationalizing these plans. • - Constantly monitor and seek the feedback of USAID staff and implementing partners on their satisfaction of OD assistance, absorption of knowledge, application of skills, and impact on improved ability to implement and realize their goals. • - Work with the project•s Director of Collaboration, Learning, and Adaptation in order to document and disseminate OD and CLA best practices learned under the project (as well as what has not worked) and iteratively adapt project approaches. •
- Examine synergies of the USAID Mission•s various support contracts and how to maximize resources and results. • - Help to lead USAID•s work to build the OD and CLA capacity of implementing partners. Required Skills and Qualifications • The successful applicants will be a highly skilled professional with extensive experience in designing and delivering OD support to institutions and individuals and have a deep understanding of participatory adult-learning methodologies, facilitating change, building consensus, and adapting approaches based on results. She/he will be adept in engaging the target audience in a consultative manner in order to understand their needs and obtain their buy-in. The OD Specialists will also have the ability to develop strong relationships with a range of staff within the Mission and implementing partners so that she/he becomes a trusted confidant who is able to delicately maneuver sensitive topics. She/he will also possess exceptional management, organizational, and interpersonal skills. Applicants should possess: - A minimum of a Master•s degree in international development, organizational development, education, public administration, public policy, or related field. • - A minimum of 6 years of professional experience. • - A minimum of 3 years of experience in organizational development or adult learning using participatory approaches, including mentoring and coaching. • - Exceptional communication skills and a demonstrated experience in facilitating meetings, building consensus, and creating innovative ways to bring teams together. • - An ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives and senior-level staff. • - Fluency in English. #LI-KW1 •
